Lunar Blessing

Can someone explain these changes to me like I am 6?

Lunar Blessing's cooldown now recovers while the buff is active, the cooldown has been increased from 10 seconds to 22 seconds as a result.
Lunar Blessing now creates an extra moonbeam at all gem levels.
Lunar Blessing is now a Warcry.
Updated Lunar Blessing to displays its knockback radius.
Lunar Blessing moonbeams can now only be triggered by melee attacks.

I know they said they wouldn't Nerf things mid season, but this was so OP already I don't see how they would buff it?

It's a nerf not a buff. Whenever they see something is fun and it's working they destroy it, been like this since 0.2
