Massive CPU Latency Spikes

Anybody else having massive CPU latency spikes randomly? Super inconsistent, happens at random times in random areas.

My CPU is fine, RAM is fine, VRAM is fine, for me its just the fact that the drive will spike from 20 mb/s to 800 mb/s
I don't think anything in the map should be an 800 mb surprise for my computer. For reference the entire on-disk size for Diablo was 727 megabytes. IGN : Reamus
