Rampage HAS to be broken

Rampage stopping in so many situations is just insanely bad that I can't see how its not a bug. Played stampede warrior last league, a very similar ability, and never ONCE did I get stopped mid skill or at the start of skill with stampede. On top of that, Rampage having a start-up animation is just so bad when, (again) every single small thing stops the skill, thus requiring to do the the start up animation again.
