Running out of waystones

So let me get this straight: I've specced into every waystone quantity node on the atlas tree. I roll every map to 4-5 mods. I'm running Abyss with 8 points invested and two tablets. I'm doing everything the game supposedly wants me to do — and I'm STILL constantly running out of waystones.
Where the hell are they? Is there some secret ritual I'm missing? Do I need to sacrifice a goat to Jonathan Rogers? This is beyond frustrating.
