Druid Werewolfskiling feels kinda off

Love the fact, that the werewolf has the option to scale with attackspeed through increasing the amount of shards one can break of a frozen enemy. Since most other things scale with the bigger the single source damage the better.
But on the note of how to skill him it is very annoing to a point where I wish that I have three weapon sets. There are surprisingly many notes that increase physical damage or gain damage based on the amount of physical. which is great for the basic attack since it does 100% physical, but completely useless for lunar strike which does only cold damage and vice versa one would like to take all the freeze build up on lunar strike since one doesn't need it while the mobs are already frozen. These are the two weapon sets for being shapeshifted. But you can't cast spells while having a talisman equipped. Thereby completely locking oneself out of magic, including apocalypse from the shaman. Also tried the keystone that allows one to wield a scepter in addition in the hope that one could cast spells while wielding a scepter but that didn't work either. So my Question is, is this limitation by design, am I missing something? It's the first time that I feel more limited in building a character than free. edit: Would say that I am more on the casual side of things, so would be happy with some tips feedback if I am on the complete wrong track.
