NPCs empty dialogue boxes

After the latest patch some NPCs just get bugged and display an empty box when I interact to turn in a quest. After I close it and interact again, the interface reappears with the normal buy/sell/disenchant options. This specifically happened to me at the end of interlude 2 and start of interlude 3 with the town NPCs.
