Add "Command" tag to artic howl and pounce

currently there is no synergy for oracle command skill bonuses,

as title says, minion pounce should benefit from command skill bonuses, as should the the artic howl damage bonus, although i would be interested to see a new interaction with howl and command skills.

this would give us more options to scale wolf damage and an actual use for the path not seen nodes.
