Hayoxi's Fulmination Does not work with Cast on X

Was excited to try out hayoxi's Fulmination on my Kitava Bear who triggers ele weakness ground on melee hit through smith of kitava's fire spell on melee hit.

it drops ele weakness ground just fine when using cursed ground support but when using Hayoxi's Fulmination it doesn't work at all no cursed ground even.

I believe in the game, you can't trigger a skill which triggers another skill. So likely behaving as intended
