I bought second ritual stash tab by mistake (were trying to buy delirium) can it be refunded? I don't need second one :D

You need to contact Support directly about purchase-related issues.
Having spent thousands of euros on Path of Exile over the years, I will not be further supporting it financially until and unless GGG resumes offering Technical Support.
