Legacy of the Rose not building Remebrance

Tried making a build using CwC desecration/volatile dead/indigon/arcane cloak/legacy of the rose. Part way through a zone Remembrance charges just stop building even though im spending a ton of ES.

The build is build to try and maximize how many shapers I'm summoning but it doesn't work so cannot be optimized

Unequipping and re-equipping does not fix it
