Burning incription not tiggering on shapeshift

It's in the title, if I shapeshift before my inscription (elemental weakness) triggers, the I just don't get the burning ground effect that I'm supposed to. It does work normally when I stay in human form before shapeshifting, and happens with all shapeshift form on a Shaman.
