Disciple of Varashta Weapon Swap

I see a bunch of threads here already, but thought I'd add my own.
Other cooldown skills seem to work fine and recover their cooldowns and maintain their available uses when you're using a weapon set that doesn't use those skills. Frostbomb, for instance, i have on weapon set 2. It recovers its cooldown and maintains its availability when i'm on weapon set 2. The command skills for Disciple of Varashta don't do this. The available uses go away when you're using the weapon set without them, and the cooldown for them starts when you swap to the weapon set that they're usable with. I don't think this is intended... Or at least, I hope it's not. It would make it so the only viable build options would be to scale minions and use spells for utility (which is what I'm doing now), which isn't bad, but not nearly as strong as other builds. Or to scale spells and use the djinn for utility and ignore scaling their damage. Making them usable with a weapon swap would make it so you could scale both minions and spells. Which I'm thinking is what is intended, since most of the useful minion and spell damage nodes are next to each other on the updated passive tree, so choosing spells with one weapon set and minion damage with the other is conveniently placed.
