bugged chance of +skills on weapons.

It seems +skills on weapons is bugged. Every vendor I look at has 2-4 weapons with +skills on them, starting right from level 1. Every time I level up I just go to the vendor and buy the best weapon with +skills, it kind of breaks the gear progression.
