3rd act unplayable now.. With vid link.

This started happening about an hour ago Dec 14th 12:46 pstand I've checked my connection both through Xbox and my ISP and everything is looking fine on then I'm downloading it 300 megabits per second at 50 milliseconds with no packet loss.

So I don't know if this is a server issue or if this is a game issue but this is ridiculous.

Edit I want to clarify that I've gone to act one and the game is running just fine. But as soon as I'm in act 3 and it's been in multiple locations at act 3 this has been happening even after full reboots all go in I'll get ones on that works fine go to the go to the next Zone and then that pausing rubber banding mess occurs.
