Balance is not good enough to merit recovering enemies

If game balance were in a good spot, it might make sense for enemies to recover hit points from time to time.

As it is, I'm playing something off-meta. So sometimes I encounter an enemy who regularly recovers hit points, and I literally do not have the resources to kill him no matter how long I spend fighting him. I run out of mana flask charges repeatedly casting spells on him, and that is not enough damage to overcome his regen. So I keep spamming spells for a while, and eventually give up and reset to latest checkpoint. If I were playing something "good," this would not be an issue.

Since player power balance is extremely skewed, the proper solution at this time is to completely remove this type of mechanic from enemies.

Didn't have this issue with the build I was playing last league, but this league some rare monsters can take more than a minute to kill if their mods are bad enough or their efficiency is high enough. It's just not the kind of gameplay that interests me.
Probably wise to remove the mod till balance is in a better spot. Or accept that balance is going to vary wildly and remove mods that render certain non meta builds non viable. In the same way they nerfed the pinnacle bosses health to allow them to be viable.
