Cannot use command skills while shapeshifted

As the title says, you cannot use command skills while shapeshifted. This means that if you take the keystone that allows your to use a scepter and talisman you will never be able to use a command skill while in your shapeshifted (talisman and scepter holding) weapon set. The minion will be unsummoned due to not having enough spirit or intelligence in the non-scepter weapon set that you are forced into. Deactivating the minion or command skill in the other weapon set does not work.

Also, when you have it on weapon swap, if you use it while in shapeshift, it has a huge delay for it to be cast
