No more guaranteed waystone drops?

Even in maps with "powerful bosses", rares and the boss may not drop a waystone at all. Was this behaviour changed. If so, why? I'm swinging between T10 and T14 because nothing drops a waystone, even with 4 mods waystones. Using all my gold with Doryano to reforge maps to keep trying.
