Sorceress with Spark still way too weak during campaign

The rotation for Spark Sorceress is already quite complex with Elemental Weakness, Flame Wall, Frost Bomb, Orb of Storms and then Spark (not even considering the mana costs here). And yet the Damage output with an Attuned Wand +3 to skills is still very weak (even with infusions) during Act 3.
