Tactician Acendency not reducing spirit cost on wolf pack

I assume this a a bug because the notable (A Solid Plan) specifically says it reduces all persistent buffs spirit cost by 50%. But Wolfpack costs 60 spirit with and without the ascendancy.

There is no text to indicate that it wouldn't work and all other skills like Ice Herald and Savage Fury get reduced.

This really nerfs tactician Wolfpack, this build probably doesn't need a nerf.

Because Wolf Pack is not a buff.
