Weapon swapping, weapon sets and skills sets

I'm somewhat confused with the weapon swapping and the option under the skills menu for "Used with weapon set" tabs.
I get that the design here seems to be streamlined to allow swapping automaticly between weapon sets to utilize the two weapon set passive skill trees, but why doesn't the game allow setupping alternating skills to overlapping buttons to be toggled with Weapon swap as one would in say Diablo 2 or PoE1? All I'd want is to have 1st skill set with Living bomb on left-click and Fireball on right-click while I'm running around and clearing monster. And then pressing X to swap to 2nd skill set when I encounter a boss in order to cast say Ember fusillade on left-click and Flamewall on right-click. Not having this option goes agaisnt 25 years of muzzle memory at this point. I get that change can be good and all that, but why isnt this an option to be setup? The game even taunts with the tantalizing option of locking one weapon to both weapon sets so one weapon can be used with two separate passive tree skill set setups. With advantage of hindsight this kind of thing is what I feel like PoE1 has always been missing with the game forcing on the "one skill that has to both clear and deal single-target" as swapping between two 6-links wasnt feasible outside of some niche builds with cheap 2handed 6-link weapons or specific helmet/gloves with pseudo 5-6 links. e.g. Soulwrest phantasms where you have 1st weapon set with phantasms with multiple proj for clearing and 2nd weapon set with phantasms that have predator support for boss fights. In PoE2 its all so close but just misses the mark by forcing me to use left and right-click for one task, while requiring using Q/E for another which just feels bad and unnatural. Life is hard as it is and my shoulder hurts... I'd just really like not being forced to press Q and E keys at this point. Am I missing something or is using X to swap between skill sets simply been omitted? Also at this point I'm not entirely sure what even is the purpose of using X to manually swap weapon sets as this doesnt change the skill sets AND the swapping can be automated onto the one skill set that is available. Sure you could set your fireball on right-click and have weapon set 1 talent tree with bunch of increased AoE for clearing and weapon set 2 talent tree instead allocating fire pen for single target I suppose, but this feels rather limited (Dont get me wrong through; I would rather have this than being required to gem swap for boss fights). It just feels like there's just something missing, e.g. option to swap between skills sets or action bars. Sure there's the option to "toggle skill set" which allows "toggling" between bound skills 4-8 and bound skills 9-13. However this doesn't allow setting up overlapping keybinds (e.g bound skills 4 and 9 sharing keybind) and the option for "toggling" isnt an actual "toggle" but rather "modifier" (think of holding down shift VS using caps-lock). One could theoretically assign bound skill 4 to "left-click" and then assign bound skill 9 as "ctrl + left-click", but I dont feel like holding down ctrl through whole boss fight would be ideal. With the current system I can even lock one weapon to both weapon sets and place Ember fusillade on middle-mouse while setting the ember fusillade as "weapon set 2 only". This causes pressing the middle-mouse to cast the ember fusillade to swap to that weapon set 2, but the offending living bomb and fireball still occupy the left and right mouse binds. I know for a fact that other games allow for setting up multiple action bars and swapping between them and at this point that might be just the thing I'm missing from PoE2 being significantly more enjoyable game to play.
