Lich ascendy was nerfed? or lich have bugged ascendy node?

the ascendy node called Eldrich empowrement gave you 30% more spell dmg for 5% of es you sacrifice on each cast now it says it gives only 5% more spell dmg? there is no way entire ascendy node is 5% more dmg and this wasnt mentioned anywhere in patch notes?
