Purchased key for early access amd can't access game on steam.

I purchased a key for early access for PoE2 and my account here says I have access to the early access yet on steam it says I don't and pushes me to purchase it again...

It sounds like you have logged into the game and the website on two different accounts. You should probably contact Support directly so they can investigate for you.
You say you play through Steam. Do you log into the website through Steam?  Having spent thousands of euros on Path of Exile over the years, I will not be further supporting it financially until and unless GGG resumes offering Technical Support.
