Blood Aqueduct portal bug

Hello,

Why do you suspect that's a bug?
I imagine The Blood Aqueduct is deliberately hard-coded to bring you to Act 8's town instead of Act 9's town. Otherwise, everyone would enter it and immediately portal to skip the zone entirely.
