There is no option to upgrade Premium Stash Tabs to Merchant's Tabs

When attempting to upgrade a Premium Stash Tab to a Merchant's Tab, I encountered an issue: a Premium Tab that was purchased before 08/29/2025 (prior to version 0.3.0 in Path of Exile 1) cannot be converted. Could you please clarify the cause of this issue?
