Atlas tree completely ignored when entering T16.5 map

My atlas tree has Crop Rotation and Eater of Worlds influence allocated, Eater of Worlds allocated at Eagon and correct atlas allocated. 5 scarabs used. Went into map, the map was not Eater influenced and did not have Crop Rotation. Also, it was a high quantity/71% pack size 6 mod T16.5 and the entire map yielded like a grand total of 5 scarabs, around 800 life force, and almost no loot.

Did you fail the same map previously? There is a map modifier added that causes you to have inconsistent league mechanic spawn rates and vastly lower loot.
