Remove Waystone Tiers for better player experience

Remove Waystone Tiers - move them into the Atlus itself, so your Atlus starts at tier 1 and if you say... beat a map with 6 mods you unlock the next tier of the Atlus, so on and so forth... up to Tier 15. You can change to any previous unlocked Tier if you're finding the current one too hard. This will remove the need to have 15 different waystones and reduce the amount of items needed to sort through in your stash and inventory - There's already way too many items especially for new players.
The only reason against this that I can think of is that it will remove the need for map stash tabs, and people who have already purchased this will want a refund. Yeah I kind of like this idea. I can see the upsides. I don't think the map tab would become an issue, it could be used for maps, tablets, and even currency slots for crafting. But I can see you're bringing this up out of concern for stash clutter.
One issue I can see with it, is that higher tier maps have a different mod pool. So they would have to work out a system where base mods are crafted on the map itself, and then the tier selection in the map device could scale those modifiers. Something like that. I believe they chose to tier the way stones, to replace the familiar itemization of PoE1 maps. The thing is, the tier system has carried over, but not the individual tile sets/maps. So they could make that extra step and basically remove them altogether, and just have the one base map type. Another consideration is that it would prevent skipping map tiers.
