Recombinated items sometimes not recieving listed stats

I've noticed this twice this league, i cant remember the exact details the first time but i think it was also related to + gem levels.

When recombinating items, sometimes the resulting item does not have the listed stats - in this specific case, i recombinated a focused amulet with +2 all skills and +2 lightning skills. equipping it gave only +2 levels to smite.

using a divine orb fixed the issue, and now i get +4 levels to smite.

I dont know what is causing this but hopefully the fact that it can be fixed with a divine orb offers a clue!
