Memory Tear's not showing up in t16+ maps

I have every memory tear chance allocated on my tree with no other keystones that could possibly block eagon from showing up in my maps.

I've run 150+ t16 maps and some 16.5s and 17's and I haven't seen him show up.

Before this dry spell I had eagon showing up every 3-4 maps but he would always lead me towards Incarnation of dread. (even with 80% reduced chance of that path)

I had him lead me towards Incarnation of Neglect once then Incarnation of Dread 8 times then he's stopped showing up entirely.

Things I've tried
Unallocating reduced chance nodes
Removing all content in the map other than that.
Running no maven/eater/exarch witness.
Running the map with no mods
Changing the server i'm on.
Running maps on a second character.

Nothing has gotten eagon to show up in my maps again.

I am trying to finish my challenges and also trying to get my final atlas point for The Remembered which I assume 90% of the player base doesn't have or they payed someone who got lucky.
