Huge fps drop after lowering max fps in game for exp map.

I joined a group running exp maps and lowered my max fps cap in game to 60. The game froze for a second, then the loading gears started and it came back to the 60fps I had input. I thought everything was normal until after, when I switched it back to my max fps. Now my gpu buffer bar is double the size in latency and the skills in my build are dipping bellow my fps cap of 100 which was always stable. 4080s/7800x3d/m.2/32gb ram 6000mhz.
