Client Failed to Execute Action causing Client to Hang

Whenever I end up in a group of a significant amount of mobs and/or have a large amount of effects on the screen, my game tanks to 1FPS (if I am lucky) with CPU time hitting 1-2 full seconds, not milliseconds. Checking the log, I am getting spammed by Client 284 Errors. The game still extremely slowly advances and doesn't crash, and my only fix so far is either kill the process or go to character select since even at 1 fps the game still registers clicks and keypresses, so pulling up the menu and hitting character select works, albeit slowly.

https://pastebin.com/xrDjLCBJ Here is the relevent segment of my Client.log beginning with the start of the output once the game started hanging, approximately 1 minute after entering the instance (entering instance logged at 22:13:07, first error logged at 22:14:11 with nothing between them) until when I managed to get back to character select. I used pastebin because it is a LOT of repeats of the error with action type ids changing each iteration so figured it would be easiest to view it that way.

My initial thoughts were a CPU and/or Shader issue since the shader bar has also been maxed out during these hangs, but everything I have tried to increase performance for both of these hasn't changed anything. The only thing that seems to work is if I notice the game starting to slow down rapidly I can try to run away from whatever cluster of mobs I am near, and if I manage to get far enough away the game can catch up and continue working, otherwise it ends up hanging.

CPU: AMD Ryzen 5 5600XT (Never happened when I was on a Ryzen 9 but had to downgrade temporarily)
