Unable to log in

I've been troubleshooting an issue where my ping is spiking every couple of seconds. It seems like it only happens on the Washington DC server. This morning I logged into the Texas server to make sure my ping was stable while I was also running WinMTR against the DC server. I logged out of the Texas server and tried to log into the DC server and could not log in. Now I can't log into any server and I can't ping/traceroute/WinMTR to them either. If I run a VPN, I however can still connect to them.

This sounds like my IP was flagged as suspicious and I'm being blocked? Is there anything I can do to resolve this?
