Runegrafts count towards tattoo max?

I just made a meme build (x50 HoT buff effect) and I was applying my tattoos when it suddenly said I can't have more than 50, but I know for a fact I only applied 49. I double checked every small node thinking I might have used one on a previous build on that char but couldn't find anything. I even triple checked with pob, importing char and allocating all small passives and see what the total tattoo counter says, I even manually counted them again to see if pob is bugged.

Then I realised I had a Runegraft on that character and now I feel even more scammed. If intended, the wording could be a little more precise that Runegrafts count towards Tattoo limit :P
