Q: Could Repeated skill hit same target twice

I'm diving into the backbone of Repeat mechanics, but could not find answer in wiki/poedb.
As we know most of skills could damage same target once per use/cast. Is this mechanics fair for repeated skills like Flicker Strike with Multistrike Support: if single target is presented, will it be damaged with each skill repeats or only the first one?
