Trying new skills being tied to gem drops feels unfun to me / worsens story experience

Gem drops being RNG inherently means that some players will have worse luck, and opens the chance to go 1-2 zones in a row without ever getting a new skill gem. Even if it is 90% likely that you WOULD find one, it still leaves the unlucky 10% having a far worse story experience than other players.
I feel like having such a core gameplay aspect as unlocking skills being tied to RNG is not fun to me and also has bad optics overall. One of the most fun things about poe is trying and experimenting with skills, but the way gem drops are now, they feel like they are pressuring you to only level the few gems you are using, or making you feel a heavy regret when you try a new skill that simply doesn't perform as well. I have only reached maps once in poe2, so I can only speak to the early leveling experience. It ends up making the story feel much more dry since I play slowly, and I can easily take up to 40 minutes just walking through 2 of the massive zones in this game. 40 minutes of bad RNG shouldn't lock you out of the opportunity to try new skills in this game, I feel.
