Does Chance to Bleed Support really work with Frostblink?

It has a checkmark in the interface to indicate it should be supported, and it shows a little icon as if the skill is being supported. Yet nothing shows up in the tooltip for the Frostblink skill to indicate the support effect is being applied. Is this just another visual bug, and it is still being applied?

That has to be a bug and should be reported as one, because Chance to Bleed Support can only be used with Attack skills and Frostblink is a spell

Chance to Poison Support supports Frostblink as a spell fine. There must be some bug definitely with Chance to Bleed Support showing up in the UI as being available as well.
