Raise Spectre of Transience overriding permanent spectres?

The transfigured gem seems to overwrite my permanent spectres even though I have not reached the spectre limit. I have a spectre limit of 8 and after casting three raised spectre of transience, it already overwrites one of my permanent spectres. Bug?
