Is Eagon Bugged?

I have changed my hideout layout... i have done MANY maps of both different t16 areas as well as the memory ones and non-memory ones. I have tried allocating all the memory nodes on atlas. Tried them without allocating. Tried having Eater..exarch..maven... no scarabs.. some scarabs. Pretty all of the 'people said they did this and it worked' things I have found. Yet hundreds of maps later still no Eagon.

I have done 3 full memory things gotten 2 of 3 mavin watches of them. and since that last one (which by the way was before i even finished the atlas itself) I have not seen him since in any t16+ map.

Please look into this and for the love of god MAKE THESE THINGS ITEMIZABLE. I dont know who decided there should be a full RNG maven witness invite but it was almost as bad of a choice as any i have seen imo.
