Exarch altar makes me loose all recovery

when i choose the exarch altar that give -flat armour, -flat evasion i loose all form of recovery. leech and regen. seems to only happen when the altar gives -6k and not -3k

"-flat evasion" altar applies to the base evasion value before any modifiers. |
