Perfect Warlord won't become a spectre.

I bought a Perfect Warlord, used it, it showed up on the ground. I used Raise Spectre on it and the animation played but it didn't become a spectre. The two other different ones I tried did work, so I tried buying a second Perfect Warlord but the same thing happened, didn't actually work.
