Eldritch modifier that modifies haste doesn't increase movement ?

Hi I have put a "haste has 30% increrased aura effect" modifier on my body armour and for some reason it doesn't increase the movement speed by 5% as it should although it does increase my dps

Not sure why. In your POB it does. %52 with %45 without. Whats your tool tip say?

I figured out why, it's because when I take off the body armour it is the same movement speed but the body armour also slows down my character because it is armour based. Even though the eldritch currency increased it by as much.
