Act 2 doesn't change appearance anymore when you release the Vaal Seal in Act 2

If you release the seal in Act 2 town no longer changes its appearance. I tried to show it to my buddy how we basically cause mayhem and terrorize the NPC's of this game and he couldn't see what I was talking about. The NPC's still say stuff like turn the lights back on whatever but it doesnt hit the same.
