High Network / Latency Spikes (Need HELP to read WinMTR Result)

Hi guys, before 3.27 I've been able to play with a steady ping of 16-24 ms.
After the new update. I have been experiencing a lag spikes to the point of it being unplayable and resulting in my death. The ping would spike between 40-200 ms most of the time and then from time to time it would jump to the 10k ms.
