Can it be unlocked by doing promenade map tier 6 or is it tier 13?

I'm pretty sure tier doesn't matter.
Found a youtube video of someone finding it and showing where on map, looks like it appears at the end of the promenade map , someone in comments said they ran to the end also and hideout was there.
