Kinetic wand, Caster mod rolled

Kinetic Wand mod can roll an caster mod with the use of "Veiled Chaos Orb"

"#% Chance to gain arcane surge when you kill an enemy
#% Increased cast speed"

I get the same issue, got it explained that it could be because that "Of the order" doesn't have any tags hence it can unveil as caster mods, really expensive though to reroll, I have tried two times and gotten 2 caster mods each time...
