Increased Elemental Damage with Attack skills

For the prefix modifier you can add to items like % increased elemental damage with attack skills, does it only affect melee type skills or spells as well?

noticed I haven't seen a similar version of increased elemental damage with attack skills but for spells for item types like belts. And in undiscovered recipes it doesn't show it either.

Second question is along the same line. For the recipes that say adds # to # elemental damage to attacks. Does it mean both melee and spells or just melee?

Spells aren't attacks.
If it says attacks it only applies to attacks. Can be melee or ranged. But not spells

An "increased elemental damage with attack skills" modifier will work for all Attack skills, not just Melee skills. This means that the modifier will work for attacks like Kinetic Bolt (projectile attack using wands), Split Arrow (projectile attack using bows), Spectral Throw (projectile attack using Melee weapons), Explosive Concoction (AoE/projectile unarmed attack), etc.

Skills like Arc are Spell skills. Spells are not Attacks. The closest you get to a Spell doing Attack damage is Frozen Legion--but the Spell component of this skill does no damage.
