Boneshatter pulse — does it effectively do double damage on stunning strikes?

One instance for skill itself, one for pulse?

Hi. Long time I played with Heavy Strike as my main single-target skill and Swipe/Sunder for AoE clear, and getting fortify/bleed stacks. Then I got my hands on Boneshatter of carnage, which seems to be higher base damage + pulse (if I stun the target), which I'm not sure if it can hit same target I got the pulse from, but if it can it be bigger than my double damage from HS, since I stun most enemies pretty fast. Plus it gets +20% more damage against stunned targets from quality, which is also nice.

I tried googling for answer, but the results where contradicting each other, so I decided to look for help in the forums instead.
