"Contract: The Rescue" Kurai quest

Can't complete the quest, anyone have a solution for this? I've tried switching hideouts, and completing the "Contract: The Twins Vengeful Contract," but can't finish it. Any help would be appreciated.

the rescue contract starts with no alert level rise and
you can grab everything. when you get to the end kurai and vox
have a rather long chat before the alarm activates.

I very long chat. minutes even. I suspect that you met up with vox,
started the dialogue and just ran off before the alarm even sounded
and you actually left without triggering the alarm.

I suggest nexttime rush to the enterance and just sit there
for a while, wait for the alarm to go off first.
