Noobish Ralakesh Question

I admit I never really understood this “count as maximum” line.
I'm trying to convert my Endurance Charges into Brutal Charges and using this build https://pobb.in/szbC3t11DEGg as a guide. It has selected both disciples on the Tree, Melee Charge on Stun as support and Gain a Frenzy every 15 seconds as body armor implicit. Why? Isn't one of them superfluous? I myself don't get any Brutal Charges with the Frenzy implicit, only when I use gain Endu charges every 15 sec. But why should I generate Charges at all if they already count as max? My attack speed doesn't change as a result. Can someone explain it to me as if I were 5? Im bad at math. You have legacy Ralakesh, which grants all charges. Now Ralakesh only grants one type of charge (endu in this build).
So, the endu charges you gain are converted into brutal charges (with Ralakesh, you benefit from both endu charges and brutal charges). Getting frenzy charges with Legacy Ralakesh is unnecessary for you. |

No, i still need it.

Yes, you need a source of endu charge charges to convert them to brutal. I said you don't need a source of frenzy charges.
