Town upgrades not available

I read a bit about the Town management and often found the ability to upgrade everything mentioned. I even watched a video where specific button were to be seen.

In my town there is no such thing and no support to contact to get them fix the obvious bug or to explain to me why I'm stupid and this is my fault (both possible, I'm only playing for four days now).

I really like the Town feature and would want to use it, but it seems to be bugged and the solution of "create new toon and do some weird stuff" seems not to work and is also inacceptable for something that should long be fixed, if it was a bug several seasons ago.

Long story short: where and how can I upgrade my Town and if it's a bug, where can I find someone from the support team to fix it?

Are you talking about Kingsmarch?

The requirement to upgrade the town was removed when the content went core. Town upgrades were only applicable during Settlers league.

So another case of "my own stupidity". I have a feeling things are not explained overly well ingame.
