Constant freezes

Good afternoon,

I know this is a common mistake but this ia literally my last stand to try solveing the problem before uninstalling both poe and poe2.

I am not a poe veteran, i played both games for like 700 hours. Since the last poe2 season start everything was working pretty well, but then these freezes starts to happening. I ignore the problem on poe2 even if these boders me because over there it was not that bad. After each freeze i could just disconnect, log in and came back to the same place where the freeze happened but here i just cant stand going back to the city every time it happends which is every 3-5min. Everytime it happends my network graph goes crazy.

I am playing on RTX 4080,13 gen Intel core i9-13900K, Windows 11.

Here is a list of things I tried to solve the problem that I found on
the internet:
-tried playing on vulcan/dx12/dx11
- turning off steam/nvidia overlay
- steam launch commands such as --nolog --waitforpreload --noasync. I
also tried to force dx11/dx12 by typing -dx11, -dx12
- uninstalling nvidia high definition audio
- disabling processor 0 and 1 while running poe
- disabling multicore
- setting the poe to realtime and high priority
-i deleted all the shader folders
- checked the integrity of files on steam
-lower the settings to minimum even tho i do not struggle with fps
- increased the cache size on nvidia to 100GB, also to unlimited later on
- i performed a disk cleanup to delete the cache files
- i formatted the whole system but that does not work as well.

My pc is basically clean right now. It is not a performance issue. It
shouldnt be a network issue as I had a stable connection over the past
few years. I have no idea how to solve the problem. I played the game
after its first lunch but there were no similar problems or any of
these whatsoever.

I would be glad for any kind of advice to help me solve the problem as
I want to enjoy the game but that's not possible in its current state.
